Subir Kumar – Secretary

Subir has a PGDM in Rural Management (XISS, Ranchi), and has undergone training in Health and Health Sector Reform (Chulalongkorn University, Thailand, 2010), as well as Disaster Management and Rehabilitation from NIPM (NCDM, New Delhi). He has extensive experience in rural management, public health, and disaster management.

In a career spanning over 35 years, he has a notable body of work and associations, which include convener of IAG Jharkhand for Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA), State NGO Coordinator for the Dept. of Health, Government of Jharkhand, and PPP Specialist for Plan India (HUP-USAID). He has collaborated with CARE India and other development agencies to address key challenges in Jharkhand.

Currently, he is involved in professional associations such as the IAG (Inter Agency Group) in Jharkhand and the Rotary Club. Subir has significantly contributed to programs to improve health outcomes, manage disaster-affected areas, and enhance urban service delivery.  He is proficient in English, Hindi, and Bengali, and has substantial work experience in Jharkhand, Bihar, and Chhattisgarh.

Shirley Philip – Trustee

With a postgraduate degree in Rural Development from XISS, one of India’s premier institutes, I
have devoted the last 35 years to community service and family management. Balancing the
responsibilities of a homemaker for a large family—including my husband, three children, and
parents-in-law—I have consistently engaged in various community-building initiatives.

Throughout this journey, I have organized numerous rural camps, focusing on vital services like
cataract surgeries, blood donation drives, tree plantation efforts, and awareness programs. A
notable achievement in this regard was my leadership in the TB-DOTS campaign, which played a
critical role in helping individuals with tuberculosis reclaim their lives.

In my administrative capacity at the Mangalam Institute of Management, I made significant
contributions to the placement cell, utilizing my extensive network to secure diverse job
opportunities for students across various sectors. My commitment to community welfare
extends to my long-term association with YMCA, Ranchi, where I currently serve on the board
of directors.

My involvement in the capacity-building program for government officials, supported by
UNICEF and implemented by IAG for divisional-level officials, highlights my role as a key
member of the consultation team at IAG.

Empowering local women to pursue skill-based occupations that align with their household
responsibilities has been a cornerstone of my community work. Through initiatives in knitting,
sewing, cooking, and gardening, I have inspired countless women to achieve financial
independence and personal growth.

My journey is a testament to the power of dedication—demonstrating that one can make a
significant impact on society while fulfilling personal responsibilities with grace and
commitment.

Harsh Vardhan – Trustee

Harsh is a professional with a specialisation in Anthropology, History and Marketing. He has worked with companies big and small, across geographies and business verticals. Having traversed across the US, Canada, and the Middle East, besides the heartland of India, he has a finer understanding of cultures, value systems, and nuances attributed to different geographies. Over the years, he has worked on numerous consulting assignments. across geographies, industries, and business verticals.
Extremely process- and goal-driven, his roles across business verticals have helped him appreciate the multi-dimensional aspects of modern business enterprise.
With IAG Jharkhand, Harsh is responsible for communication, designing processes, creating digital learning content, and imparting training across the network of DRR teams.

SME: Training Design and Implementation, Business Communication, Business Operations, Process Design & Implementation, Process Migration, HR Functions, and Administration Functions.

Pranavananda Mishra: Consultant

Pranav, as he is fondly known, is a seasoned management and development sector professional with wide experience in implementing large-scale government and donor-funded programs and monitoring and evaluation studies. He has over 30 years of professional experience in poverty reduction, livelihoods, disaster relief and recovery, skill development, enterprise, market development, private sector, civil society, conservation, climate change, resilience, and sustainable development.

With IAG Jharkhand, besides being a key member of the think tank,  he contributes with extensive experience in capacity development for a variety of target groups, starting from uneducated, unemployed youth to officials of governments and corporate bodies, benefiting in effectively developing, evaluating, and monitoring training programs, offering technical assistance and services to build capacity of trainees, and trainers.

SME: Implementing large-scale government and donor-funded programs and monitoring and evaluation studies. Research designing, data analysis, focused group discussions, and qualitative and quantitative research in different sectors.

Ranjit Sinha: Consultant

Ranjit has an impressive career spanning over four decades in IT, focusing on management, strategy, leadership, and development of IT solutions globally. He has held integral roles in the leadership teams of several multinational corporations (MNCs) and large Indian organizations, contributing significantly to their growth within India.
During his tenure at IBM and Ericsson, Ranjit played a pivotal role in conceptualizing and implementing various initiatives and programs. He has also served on Academic Councils, IQCs (Internal Quality Committees), and Boards of Advisory in multiple institutions. With IAG Jharkhand, he contributes towards mainstreaming technology in the DRR and Climate change process will make IAG efficient and smart in implementing Emergency response and preparedness.

SME: Technology application & optimization in large-scale programs,  conceptualizing and implementing various initiatives and programs aimed at bridging the gap between academia (engineering and management institutions) and industry expectations.

Utpal Moitra :Consultant

Utpal has over 3 decades of work experience in Asia, the Middle East, Central Asia, and Africa. He has designed and implemented different sustainable solutions to human development initiatives. Global experience in the design and implementation of livelihood solutions, climate analysis assessment, and actions on issues around livelihoods, child rights, and the climate crisis.
His notable achievements were after joining UNICEF in early 2014 as Chief of Field Office in Nigeria and then moving to Lebanon and Ethiopia. He has designed and implemented large-scale human development and social protection programs in Lebanon and Ethiopia, establishing an inter-ministerial committee to monitor budgets and expenditures on child issues in Nigeria, and establishing a Center of Learning on Social and Behavioural Change in Ethiopia. In Lebanon, he implemented municipality driven programs for children and their families.
With IAG Jharkhand, he contributes with his expertise in the implementation of large scale climate sensitive and climate-resilient activities to improve the availability of drinking water, primary health care services, and child protection programs in drought- and other disaster affected areas.

SME: Strategic planning, program management, across different human capital themes, community-oriented solutions, and decentralised governance. Delivering key results and long-term solutions to some of the most complex human development and governance issues across continents.

Pravir Kumar: Sector specialist cum Board of Director

Pravir Kumar is a highly experienced professional with over 35 years of expertise in mineral exploration
and mining, particularly in the extraction of coal, granite, limestone, bauxite, and other minerals across
Jharkhand. He holds a postgraduate degree in Geology from Ranchi University, Ranchi, Jharkhand, and
has undergone numerous specialized training programs both in India and abroad, focusing on
exploration and the management of mining operations. His extensive career at Jharkhand State Mineral
Development Corporation (JSMDC) has seen him take on various significant leadership roles.
Throughout his tenure at JSMDC, Pravir Kumar has successfully managed multiple mining operations and
has held key administrative positions within the corporation. He has played a crucial role in
implementing Corporate Social Responsibility (CSR) projects and securing forest clearances in mining
areas, ensuring compliance with mining and forest department policies. His deep understanding of these
regulatory frameworks has been instrumental in the smooth execution of project implementations.
Pravir Kumar has also been actively involved in the capacity-building of mining professionals and has
contributed significantly to the Geological Forum Group of Jharkhand. Through this group, he has
advocated for and provided technical guidance to both public and private forums, including the IAG
Jharkhand.
Proficient in English, Hindi, and local dialects, Pravir Kumar has a substantial work history in both
Jharkhand and Bihar, making him a well-rounded and knowledgeable leader in the field of mineral
exploration and mining.

SME: Project management, CSR Program implementation, Program/Governance policy, program
implementation, Govt. liaison, and coordination
